Veolia Transport takes over management of the public bus service in the region of Rabat, Morocco.

Challenge

Faced with the need to address sustained demographic and urban growth, the Wilaya (Province) of Rabat invited international tenders for the updated management of urban public transit services in the Rabat Salé Zemmour Zaër urban area.

At the end of the tendering process, the principle adopted was that of a consortium in which a foreign company would work in partnership with local operators. Veolia Transport was appointed as lead operator to represent, engage in commitments, act and take decisions on behalf of the consortium.

"Adapting to local conditions"

Veolia Transport never seeks to duplicate models developed elsewhere, but rather adapts its expertise to suit local conditions.

This is the reason why, in addition to the technical improvements made, the consortium is also focusing on a "CLE" network: Clarity of routes, Legibility of timetables and business Efficiency.

The solution has been to design a multi-level system built around 6 main routes to complement and extend the light rail system. The system will cover 1,500 stops equipped with full passenger information.

Applied as part of a proactive travel optimization strategy, this commitment will be built on innovation in order to make the public transit system more comprehensible, more coherent and more easily accessible.

Since the emphasis is primarily on safety, the following areas will be subject to particularly close scrutiny:

Added to which, the introduction of dedicated bus lanes will significantly improve the safety of pedestrians, vehicles and passengers.

A cleaner fleet for a healthier environment: the purchase of new vehicles and regular fleet upgrades will contribute to reducing polluting emissions

"A wide-ranging human resources policy"

Veolia Transport has taken the decision to respond to what is a major challenge by putting forward a wide-ranging human resources policy under which priority will be given to recruiting the full-time and part-time personnel of the former transport authority, and giving preference to hiring those transport sector employees already in-post.

In this way, more than 3,200 people will eventually be recruited. This total includes the personnel of the former transport authority, who will retain all their former entitlements, salary conditions, seniority and benefits.

Two agreements were signed on October 6, 2009: one by Veolia Transport and the Ministry for Employment and Training, and the other by ANAPEC (the Moroccan Employment and Skills Promotion Agency) and Veolia Transport Morocco. Focused on jobs and skills development, both agreements put the official stamp on, and institute support for, meeting the company's human resources needs, skills development through in-service training and the introduction of systems designed to ensure the smooth running of employee relations.
